С другой стороны, речь сейчас не про выборы, а про «недоделанного» депутата Александра Бугаева, которого в итоге все-таки выбросили из проходной части списка (о чем мы еще поговорим впереди). Чем же так приглянулась кандидатура этого до сих пор не особо приметного деятеля Орлову и Козачко?
На официальном сайте калмыцких единороссов размещена биография г-на Бугаева – надо отметить, весьма скупая и, на первый взгляд, нехитрая:
Родился в с. Приютное 18.07.1969. Отслужил в армии. В 1988 г. окончил элистинский автодорожный техникум. Трудовую деятельность начал в качестве асфальтобетонщика (причем, самого низкого, 1 разряда – кайлом и лопатой колупал разбитые дороги). В 1990-1995 гг. работал оператором обжиговой печи и мастером смены на заводе железобетонных изделий «Калмагропромстройобъединение».
Все вроде бы ясно и понятно: деревенское происхождение, тяжелая и однообразная работа, маленькая зарплата, отсутствие карьерных перспектив, мелочные придирки жены, бутылка паленой водки в субботу вместо развлечения, а потом опять – беспросветные «дорожные» будни.
На крутой вираж постылая судьба г-на Бугаева вырулила в 1995 г. Неожиданно для окружающих, он вдруг устроился… инспектором Калмыцкой таможни ГТК России. То есть, на государственную должность, и при этом – достаточно ответственную. Особенно принимая во внимание, что на дворе стояли «лихие 90-е», когда капиталы наживались очень быстро, но почти никогда – честно, а чаще всего – криминальными путями, а то и вовсе «по беспределу».
Впрочем, продержался на работе в таможне г-н Бугаев относительно недолго, и уже в 1998 г. был оттуда с треском уволен. Да не просто с треском, а будучи задержан прямо на работе за получение взятки в крупном размере (ч. 5 ст. 292 УК РФ, от 7 до 12 лет лишения свободы).
О том, что с ним случилось дальше, история умалчивает. По одним данным (проверить которые, за давностью лет, весьма проблематично), г-н Бугаев был приговорен к условному сроку. По другим – так и не сдав никого из подельников, он был отпущен восвояси, а его уголовное дело правоохранители положили под сукно.
Неудивительно: как рассказывают, г-н Бугаев брал взятки за растаможку масштабной (по местным меркам) контрабанды не для себя (ему перепадали лишь определенные проценты за посредничество), а для своего насквозь коррумпированного начальства. Которое, судя по всему, в итоге и «отмазало» не особо болтливого подчиненного.
В любом случае, тот факт, что Александр Бугаев, возможно, был замешан в тяжком преступлении, является серьезным поводом для разбирательства. И даже если учитывать, что судимость г-на Бугаева (если она, конечно, имела место) давно погашена, то все равно, калмыцким единороссам стоило бы как следует задуматься о том, насколько одиозную личность они терпят в своих рядах. Ведь якшаться с преступником – неважно, ранее судимым либо фигурирующим в замятом уголовном деле, и который, к тому же, вряд ли исправился – это означает не уважать ни себя, ни тем более простых избирателей, проголосовавших за «Единую Россию».
Что же произошло с г-ном Бугаевым после увольнения? А ничего плохого – он всего лишь ловко перескочил на стезю вполне успешного предпринимателя. Что тоже наводит на определенные подозрения, так как не очень понятно (хотя, с этим-то как раз все понятно), откуда у скромного таможенного инспектора взялись деньги на раскрутку своего бизнеса.
Так, в период с 1998 по 2001 гг. Александр Бугаев благополучно перекантовался в должности «менеджера по туризму» в ЗАО «Косворт-С». А в сентябре 2001 г. открыл собственную фирму, специализирующуюся на междугородных автобусных перевозках – «Экспресс-тур», и сразу стал ее гендиректором.
Попутно г-н Бугаев (в 1999 г.) заочно окончил Белгородский университет потребительской кооперации по специальности «экономист-менеджер», а 8 лет спустя (снова заочно) – Московский открытый социальный университет (специальность – «юриспруденция»).
Конечно, хорошо бы проверить и оба «заочных» диплома на предмет плагиата. Уж очень они смахивают на «липовые» и, судя по некоторым вехам весьма бурной биографии г-на Бугаева, были им попросту куплены.
Кстати, возглавляемое Александром Бугаевым ООО «Экспресс-тур» занимается не только пассажирскими перевозками. Помимо прочего, в уставе этой фирмы значится еще и «консультирование по вопросам коммерческой деятельности и управления».
По странному совпадению, в Элисте поговаривают о том, что г-н Бугаев и впрямь не прочь время от времени подзаработать на различного рода «коммерческо-управленческих» сделках. Правда, все они, как и раньше, – откровенно криминального характера.
По слухам, с приходом к власти Алексея Орлова перед г-ном Бугаевым открылись новые возможности. И сегодня он, как и 15 лет назад, вернулся на старую проторенную дорожку, связанную с посредничеством при получении взяток и откатов – на сей раз, для чиновников из ближнего орловского окружения.
Видимо, именно по этой причине спикер Народного Хурала Анатолий Козачко – далеко не последняя фигура в чиновничьих коррупционных схемах – усиленно продвигал Александра Бугаева в местный парламент. Оно и верно: такого «ценного кадра» всегда удобно иметь под рукой. Да и молчание г-на Бугаева легче купить, нежели наивно надеяться на его вечную преданность.
К слову, не все в порядке у г-на Бугаева и в его автобусном хозяйстве. Скажем, автобусы, принадлежащие его извозчичьей конторе, регулярно попадают в автомобильные аварии со смертельным исходом – как это, допустим, случилось летом с. г., хотя официально и по чужой вине.
Напомним, 11 августа рейсовый автобус «Неоплан» компании «Экспресс-тур», направлявшийся из Элисты в Санкт-Петербург, столкнулся в Сарпинском районе Калмыкии с фурой «Renault 340 Premium», водитель которой заснул за рулем и выехал на полосу встречного движения. В результате аварии погиб 1 человек (18-летний студент) и еще семеро пострадали.
Но есть и другие сведения. Как пишет газета «Степная мозаика», 15 ноября 2006 г. в Тамбовской области произошла еще одна авария «бугаевского» автобуса.
И снова не обошлось без жертв: погиб 43-летний водитель Сергей Новиков. Как небезосновательно подозревает автор материала, нередко водители «калмыцких» автобусов садятся за руль в нетрезвом состоянии, ибо медицинский контроль за ними фактически отсутствует.
А вот это уже со стороны г-на Бугаева – фактически соучастие в убийстве. Ведь именно на нем, как на владельце и директоре транспортного предприятия, лежит прямая ответственность за безопасность и водителей, и пассажиров. Но, как показывает практика, неудавшемуся «народному избраннику» (который, к тому же, в узком кругу, под водочку, известен своими расистскими высказываниями против калмыков) глубоко плевать на этот самый народ.
Вдобавок, г-н Бугаев не брезгует и банальной обдираловкой, безбожно задирая цены на билеты для своих и без того небогатых земляков. Так, в августе 2012 г., по итогам прокурорской проверки, Региональная служба по тарифам РК оштрафовала руководство фирмы «Экспресс-тур» – за «необоснованное завышение регулируемых государством цен».
При этом, сумма штрафа составила 50 тыс. руб. Что и говорить, сущие копейки для далеко не бедствующего «кассира орловской мафии», как, по нашей информации, прозвали в кулуарах Белого дома г-на Бугаева.
Напоследок – несколько слов о том, почему Александр Бугаев, несмотря на солидную «крышу» в Белом доме, так и не стал депутатом Хурала. Оказывается, вместо него Орлов и Козачко были вынуждены протащить в парламент (спустя целый месяц после дня голосования!) представителя националистического движения «Родной край», «чисто-конкретного» спортсмена Владилена Балдашинова, чья фамилия стояла в списке «ЕР» аж на 23-м месте.
Тем не менее, орловцам буквально со скрежетом зубовным все-таки пришлось пойти навстречу «роднокраевцам», с которыми у г-на Орлова в последнее время не вяжутся отношения. Как утверждают наши источники, сначала Орлов намеревался «кинуть» своих национал-попутчиков (партия «Родина», на которую по его совету сделал ставку «Родной край», с разгромным счетом проиграла выборы в Хурал). Но затем, поддавшись жесткому давлению со стороны обманутых «партнеров», боязливо пошел на попятную.
Так что, по сути, сегодня в Хурале – без перемен: просто одна большая «б» (в смысле, буква алфавита) сменилась на другую. Между тем, г-н Бугаев собирается выдвинуть свою кандидатуру в Элистинское городское собрание на выборах-2014. И кое-какие шансы на победу, как ни крути, при использовании административного ресурса у него имеются.
При таком раскладе, возникает логичный вопрос: станет ли этот мутный субъект, готовый безжалостно обобрать сограждан до копейки (крупных взяточников мы в расчет не берем, для них взятка – это инвестиция в грязный бизнес), защищать интересы своих избирателей? Согласитесь, очень и очень сомнительно.
Да и зачем? У него ведь и так все есть, и, пока в республике «рулит» триада в составе Орлова, Шалхакова (руководителя администрации главы РК) и Козачко, Александр Николаевич обогатится еще краше и сильнее. Так что, какие к чертовой матери избиратели, когда на кону, прежде всего, – благополучие хозяев г-на Бугаева?
Вот им-то он и будет угодливо служить, а вовсе не какому-то надоедливому «быдлу» (вроде пенсионеров, инвалидов и малоимущих) без гроша в кармане.

Как известно, минувшие выборы в Народный хурал (парламент Калмыкии) прошли с многочисленными нарушениями избирательного законодательства. Сегодня этот вопиющий факт вроде бы никто и не отрицает. За исключением, разумеется, руководства республиканского отделения «победившей» партии – «Единой России».
Однако, по каким-то неведомым причинам, никто из критиков «партии власти» не обратил внимание на то скандальное обстоятельство, что по списку «ЕР» в состав Хурала, помимо заурядных карьеристов, затесались и весьма скользкие личности, по уши увязшие в откровенном криминале. А кое-кто из них лишь чудом не протиснулся в ряды народных избранников.
Последнее утверждение, в частности, относится к члену президиума регионального политсовета «ЕР», секретарю 39-го первичного отделения партии в Элисте (столице Калмыкии) Александру Бугаеву. Который поначалу числился в предвыборном списке на 21-м месте. Но затем – после того, как от депутатских мандатов предсказуемо отказались трое фигурантов списка (глава РК Алексей Орлов, члены Совета Федерации Алексей Майоров и Бату Хасиков) – оказался уже на 18-й, проходной позиции.
Совпадение? Как бы не так. Есть информация, что кандидатуру Бугаева усиленно лоббировал председатель Народного хурала, крупный подпольный латифундист Анатолий Козачко – при активной поддержке г-на Орлова. Более того, Бугаев задолго до выборов хвастал, что он «гарантированно пройдет в парламент». Получается, 18 проходных мест для единороссов были заранее «утверждены» орловскими властями. Что, кстати, лишний раз подтверждает версию оппозиции о выборных фальсификациях.
